Construction Registration of Tradesmen (CoreTrade)

Construction Registration of Tradesmen, or CoreTrade, is a registration scheme, administered by the Building and Construction Authority, for skilled and experienced construction personnel in the various key construction trades.

In the Building Control (Amendment) Act 2007, one of the key amendments that were introduced was the licensing of builders. As a condition to be met for the Builders’ Licence, licensed Class 1 General Builders are required to deploy a minimum number of CoreTrade personnel in their projects of value S$20million and more.

Objectives

This scheme was introduced to allow the construction industry to build up its core group of competent and experienced workers in key construction trades who will serve to anchor and lead the construction workforce, and raise its quality and productivity levels. CoreTrade provides a platform to retain the better and more experienced workers by providing a clear career progression path and giving them due recognition. It will allow one to move from a general worker, to a registered CoreTrade tradesman specializing in specific trades, and eventually become a registered CoreTrade trade foreman. The development of a core group of construction personnel will support the industry’s role in shaping our built environment, supporting Singapore’s economic growth and enhancing the quality of life of our people.

 

CoreTrade Personnel

There are 2 classes of CoreTrade personnel:

  1. Construction Tradesman: A worker who is skilled and engaged in a particular trade.
  2. Construction Foreman: A worker who supervises and co-ordinates a group of tradesmen in a particular trade

Registration Requirements

 

Commencement of CoreTrade

Registration of CoreTrade personnel will commence on 18 Dec 08. The industry will be given a grace period of 6 months to register their eligible construction personnel under the CoreTrade scheme. From 16 June 09 onwards, licensed Class 1 General Builders will need to meet the deployment requirements for CoreTrade personnel for projects with contract values of $20million or more.
